Creating spaces for cooperation through multi-level dialogue and capacity building. Experiences in the 3S have illustrated that water diplomacy is a stepwise process that must include a multiplicity of agreements at all levels. In order for cooperation to take shape, space must be created for dialogue and shared learning which can create an environment where joint action across scales can happen.
