Water use and Nexus opportunities in the Central Highlands of Viet Nam (2019)

This report is offered as the first deliverable and responds to the call for a report on potential investments in
improved water resources management in the CH that increase benefits in the Sekong and Sesan. For each
investment it describes the upstream and downstream benefits in terms of:
 water, food, energy and the environment,
 costs and benefits quantified (to the extent possible with the available data and information), and
 risks.
The report continues in Part 2 by analysing the dangers inherent in an uncoordinated, single sector approach
to regional development. It does so by suggesting a generic analytical framework that identifies the hazards
inherent in a silo‟d approach and possible ways by which a selected trade-off, compromise or synergy3 might
reduce overall costs and increase overall benefits.
Part 3 begins by focusing the generic analytical framework onto the pertaining policy framework‟s specific
sector objectives for the CH. It uses the result to identify to identify and develop strategic investment
opportunities which it then examines in terms of their costs, benefits and risks.
