For Inclusive and Sustainable Management of the Logone River: Achievements and Challenges of the Moundou Protocol | From Diagnosis to Roadmap. Progress to Date, and the Way Forward
More than fifty years after its signing, the Memorandum of Understanding on hydraulic development on the Logone River (known as the Moundou Agreement or Moundou Protocol) is under scrutiny. This cooperation instrument between Chad and Cameroon was intended to better structure transboundary dialogue, prevent tensions between users, and promote consultations for integrated management of the Logone River's waters. The operational effectiveness of the joint Chad-Cameroon commission responsible for monitoring this agreement remains the subject of much debate among key stakeholders. The evolving hydrological, environmental, and political context is now highlighting limitations in the application and scope of this instrument. It is within this dynamic that the IUCN, through the Building River Dialogue and Governance (BRIDGE) project, facilitated a series of dialogues between the two countries to foster reflections on the relevance of revising this agreement.
